Minutes of the Second Delegates Meeting – 17th March 2011

Introduction: Meeting chaired by Ian Carlisle - commenced 7:40pm. It was determined that 14 teams were represented and 3 proxies for a total of 17 members present and therefore a quorum was confirmed.
Agenda
To review and ratify changes to the MWWB playing policy to reduce the playing age from 15 years to 14 years.
Existing clause 26
26. A person must be at least fifteen (15) years of age to be eligible to play for a team in a game. A pitcher who turns sixteen (16) years of age during the competition year may deliver only 85 pitches (but finish batter in box).
To be updated with the following clause
26. A person must be at least fourteen (14) years of age to be eligible to play for a team in a game. A player who is not sixteen (16) years of age as of the first playing date of the competition year (an “U/16 Player”) may deliver only 80 pitches (but finish batter in box) or pitch 4 innings, whichever comes first, and may not catch and pitch in the same game. A team fielding an U/16 Player must identify the player to the opposing team and on the result card and record an U/16 Player’s pitch and IP count on the result card. Breach of these requirements and restrictions may result in penalties as determined by the Executive Committee.
[The language, “may result in penalties as determined by the Executive Committee” is the same language used in Rule 31 with respect to failure to perform “Game Duties”.]
26A. To be eligible to play for a team, an U/16 Player must 1) have signed permission from a parent, and 2) written confirmation from their junior coach that their skill level and physical maturity are appropriate for the grade in which the team is registered.
[This necessarily means an U/16 Player who has not played junior baseball (or another sport deemed sufficient by the committee) isineligible to play in the competition.]
A number of points were raised by the delegates that were asked to consider before a volt was made. This included
Response – Such a letter would be part of the procedures to ensure the suitability for a 14 year player to play in the MWWB competition. As such the letter from the junior coach supports the overall “conduct of care” that the committee is responsible to provide.
Response – Post game conduct must be maintained in line with the local rules and laws, ground procedure and appropriate for all ages attending.

Zero Tolerance Policy (ZTP)
Ian Carlisle reinforced to the delegates the ZTP.
All delegates recognised the importance of the ZTP and agreed that umpires are the controllers of the game and to communicate and behaviour that contravenes the ZTP by way of the score card notes.
Delegates agreed that umpires are to monitor the game for behaviours and to be supported by team managers.
Actions
Committee to reaffirm ZTP with all team managers prior to competition commencement
Committee to reaffirm ZTP with all umpires and to confirm committees commitment to support umpires in facilitating ZTP
Any other changes to MWWB competition rules.
The pitching count rules and procedures prescribed by BNSW to be adopted into the rules for clarity
It was noted that we must abide by all BNSW rules and policies and that MWWB rules are only additional rules and policies
Umpiring
MWWB is working towards having qualified umpiring for 1st grade however finding umpires to be available for winter proving very difficult.
Other competition issues
An offer has been made to the two North Sydney team to play in the MWWB 1st grade competition. This has been well received but will include home games for the two teams at the Flat Rock ground.
If this is the case light to be considered when scheduling games.
Sunday preferred due to traffic conditions due to netball
1st game to commence 9th April 2011
Fees will be finalised and communicated to all team managers
It will be a 15 round comp with no games scheduled for Easter long weekend and Queens birthday
Based on 15 rounds there will be one spare weekend which will be allocated to finals in case of wash out
Aquatic grounds not available for the10th April
It was noted that the banners have attracted 5 players and 2 queries.
